Use PEMDAS…
[(21 + 6) – 32]/9 * 2
= [(27) – 32]/9 * 2
= -5/9 * 2
= -10/9

This depends on the precedence of the arithmetic operators, you will have been taught some mnemonic like PEDMAS to help you remember the order. PEDMAS stands for Parentheses, Exponents, Multiplication and Division, Addition and Subtraction.
Multiplication and division actually have equal precedence and are usually evaluated from left to right, as are addition and subtraction. Apparently the rule is mistaught in some schools with division being done before multiplication (and addition before subtraction) but that does not matter with this example as the division occurs to the left of the multiplication.
In the problem presented here what is inside the square brackets presents no difficulties:
[(21+6)-32]=[27-32]=-5
Which leaves us with (and applying brackets to make the order implied bt PEDMAS explicit):
[-5]÷9*2 = ([-5]÷9)*2=-10/9
