Electric field points away from positive charges, and positive charges attract electrons. The electron “wants” to get closer to the positive charge. If you just let it go, it will fall that way.
So “opposite to the electric field” is a way of saying “toward the positive charge”.
“Potential energy decreases” is a way of saying “the direction it wants to go”. You have to do work to pull it the other way.
“Electric potential increases” is another way of saying “toward the positive charge”.
All three of those things are ways of expressing that positive charges attract an electron.
