If ambassador isn’t attached to a name, it’s lower case. If it is attached to a name, it should be capitalized. Congress should be capitalized as well.

The first word of the quotation sentence should be capitalized. So B and C are wrong. Congress is capitalized, so A is wrong.

I don’t think any of them are right.
On the talk show she told the Ambassador, “You can count on our support in Congress.” is what I think is right; titles, beginning of sentence, and quote.
