Flammability is measured by its flash point. This is the temp. at which the vapour above the liquid will ignite when a flame is applied. So baby oil ( a paraffin liquid) is not very flammable as its flash point is over 100ºC. It is combustible i.e. it will burn if heated to over its flash point.
