No, it’s fiction.
Odd Thomas is a thriller novel written by Dean Koontz, published in 2003. The title character is a twenty-year-old man who lives in the fictional desert town of Pico Mundo, California, and is able to see the spirits of the dead. The plot revolves around his investigation into a looming threat against the people of Pico Mundo, as foretold by the mysterious appearances of shadow-like apparitions. In the novel, Odd is assisted by the local sheriff and his girlfriend, Bronwen Llewelyn (a.k.a Stormy Llewelyn).

Mundo= world similar places in California with different names as stated above otherwise it fictitious

Pico Mundo could be based on the area around Morongo, CA. There is a casino there, and in one of the Odd Thomas books, an-earthquake-and-fire-damaged casino is the setting for some of the action.
